The man page explains what they mean.

US Commercial are clients is the .com domain (which is no longer limited
to the US, but that is configurable anyway). US Government is the .gov
domain. United States is the .us domain. They are disjoint sets.
BTW, users of wwwstat will want to add the new lop-level domains to
the configuration files once they are in use.
