w3mir I think supports all of these but https and CGI with vanilla LWP.
CPAN has an add-on module for https support in LWP (Net::SSLeay? not sure of
the name). I know of no module specialized for making CGI requests, but
writing one wouldn't be all that hard except for file upload -- it would
make a good addition to CPAN (hint, hint).
