Take a look at the newsgroups (sorry) comp.lang.perl.*, which includes 
.modules (often referred to as clpm). Perhaps there's a mailing list 
gateway, although

doesn't list one...

'core programming' (meaning the C guts fo perl + modules in the standard
distributions) are covered on the perl5-porters list, but that's expressly
not for perl programming questions in general.
