test failures libwww-perl-5.41 and perl5.005_55

This is a bug report for perl from Tom.Horsley@mail.ccur.com,
generated with the help of perlbug 1.26 running under perl 5.00555.

Testing perl5.005_55 and various modules, I ran into problems with
libwww-perl-5.41.

I had previously installed URI-URL-4.16, but it doesn't seem to contain
the bits that the tests say are missing.

I don't know if there is some other module I need which is missing from the
prerequsites of libwww, or if the versions of libwww and/or URI-URL that the
CPAN index claims is the latest one is really out of date or what.
