Problem Building URI-1.00

Hello,
I am trying to build libwww-perl-5.41, but before I can do that, I need URI.
I tried to build URI, and got the following error during "make test":

I am running Perl 5.005_02 under HP-UX 10.20, and I'm using HP's ANSI C
