I guess nobody replied because it's such a simple problem, and
well-documented in several places in various perl documentation.

It has nothing to do with libwww, it's a general perl fact.

See e.g. `perldoc perlsub`, "When to Still use local()":

        In particular, it's important to `local'ize `$_' in any
        routine that assigns to it. Look out for implicit
        assignments in `while' conditionals.
