bug in URI 1.00 package

I needed to add

	sub URI::mailto::authority { ""; } # workaround bug

to a recent WT column to handle the correct response on:

	URI->new("mailto:fred\@barney.com")->rel("http://www.foo.com/")

(or perhaps it was the other way around).  Perhaps the next URI will
keep me from having to include that. :)
