Xiang,
You may have sccs in your PATH environment variable (e.g. /usr/ccs/bin) and
your "get http://www.ics.uci.edu" command would actually be calling the "get"
command from the sccs program.
To call the correct "get" command, use the "GET" (all caps) command to call
the site. Thus,
GET http://www.ics.uci.edu/
should get you on your way.
