Sure.  Comes from the idiom "I'll do that when I get around to it."
The joke about having "a round tuit" first appeared maybe 20 or 30
years ago, (you used to be able to buy a gag present consisting of a
round piece of wood with "tuit" printed on it), but only recently has
"tuit" become entrenched as an independent, useful concept.

There is no relation to the word "tuition", though we sometimes make
puns on "round tuition", since tuition is what enables you to study
something.  A happy coincidence.
