Getting HTML tag contents

I am using HTML::LinkExtor to get links out of a document.  If a tag looks
like:

<A HREF "http://www.cs.jhu.edu">Link to JHU CS Dept</A>
I'd like to be able to extract the "Link to JHU CS Dept" part as well as
the link.  Can I do it with LinkExtor or must I use another module?  If
so, which one and will it get frame links (as LinkExtor can)?  Thanks.
