Gurusamy Sarathy's port of perl 5.004_02 bundles LWP 5.11.

Grab perl5.00402-bindist04-bc.tar.gz
or   perl5.00402-bindist04-bc.zip      

Maybe one day there will be a Win32 port of perl 5.004_04 
with LWP 5.19 bundled.  (Anyone hear from Gurusamy about
a release date for the next rev of win32 perl?)
