Passing original headers in GET

This may have been answered before, but I couldn't find the answer in
the archives. GET claims to pass on the original headers if they
exist, but doesn't seem to.
The functionality, as I understand it and want it, would make sure to
pass on as many of the original headers as possible whenever the GET
is used in the midst of executing another CGI script. Right now, for
example, GET passes on an HTTP_USER_AGENT of "GET LIBWWW ..." instead
of the USER_AGENT currently found in the environment from the CGI
script (a C shell script) being executed.
Any thoughts? Am I missing something? If I want this functionality
do I have to code it myself?
