CPAN master and PAUSE are outside US so there is in theory a way
it could work (provided non-US CPAN sites only mirrored other 
non US sites). Importing into US is legal in most cases...

The "current situation" is just daft. 
Just about any crypto package one could want is available outside US.
(Sun just announced sourcing one from Russia!).

This means if I want crypto here in UK part of US company I cannot
use work Internet connection at all - it exports from US to UK.
I have to get it at home via UK connection and then push it work
via UK dial up link.
