HTML::FormatPS requires PostScript Level 2

The PostScript generated by HTML::FormatPS in libwww-perl 5.05 does
not print on older PostScript printers, because it uses features that
are only available in PostScript Level 2 (e.g., ISOLatin1Encoding).

It would be nice if HTML::FormatPS could include fallback support for
PostScript Level 1.  At the very least, it should document the fact
that Level 2 is required.
