You don't need the Content type header (since what you are sending to the
client is a redirect via a location header) The two new lines at the end of
the content type END the header and now the server is looking for some
TEXT/HTML codes, not a LOCATION Header. The server is getting NO TEXT HTML
and the CGI exists without posting a <HEAD> or <BODY>. Ergo, the server say
not proper, and give the misconfigured error.
Advise you drop the Content header.
