ISSUE CACHE-DIRECTIVE: What is the proposal?

Reading the issue list, I am not sure what the proposed change for the
CACHE-DIRECTIVE issue is.  Is the proposal to delete the

   [ "=" <"> 1#field-name <"> ] 

from the grammar?
