HIT METERING to IESG on July 15

We did several rounds of 'working group last call' on the
hit metering document in the past:
   draft-ietf-http-hit-metering-02.txt

and the draft was changed to meet some of (but not all of) the
objections. There were (at least at the time) planned implementations.

In order to make the schedule, I intend to send this draft
to the area directors for forwarding to the IESG by next week.
