502 or 503

Now I am thoroughly confused. Is "server too busy" 502 or 503?
Also, there was a mention about the possibility of this response containing
information for the client about how long the "busy" condition was expected
to persist. Is the part of the current 502/503 spec, or is the response
just the usual HTTP one-liner?
